Pakar keselamatan jalan raya gesa kerajaan henti beri diskaun saman trafik
DISKAUN saman trafik bukanlah satu perkara yang asing di negara ini. Malah, ia sudah menjadi sesuatu yang sering ditunggu-tunggu oleh pengguna jalan raya terutamanya mereka yang memiliki banyak saman tertunggak.
Amalan ini perlu dihentikan segera kerana menurut dua pakar jalan raya, ia hanya akan menyebabkan pengguna bersikap acuh tak acuh terhadap undang-undang.
Bercakap kepada FMT, Law Teik Hua dari Pusat Penyelidikan Keselamatan Jalan Raya Universiti Putra Malaysia (UPM) berkata “budaya” menawarkan diskaun untuk saman mengurangkan impak penguatkuasaan undang-undang.
“Tiada siapapun akan menghormati undang-undang jika mereka tahu bahawa kerajaan akhirnya akan memberikan diskaun,” katanya.
Tambah Law, kerajaan melihat saman sebagai kaedah meraih pendapatan dan bukannya penalti bagi mereka yang melanggar undang-undang. Bagaimanapun, katanya, saman sepatutnya bersifat tegas supaya mengekang pesalah melanggar peraturan.
Law turut berkata sistem demerit yang kini digunakan juga wajar dikuatkuasakan dengan lebih meluas untuk mengekang kesalahan jalan raya.
Katanya, kesukaran akibat lesen memandu digantung atau ditarik balik mampu menjadi pengajaran yang memastikan pematuhan peraturan lalu lintas.
Sementara itu, Tengku Ahmad Marwan Tengku Mahmud, ahli bersekutu Institut Penyelidikan Keselamatan Jalan Raya (Miros) bersetuju dengan Law bahawa sistem demerit patut lebih dikuatkuasakan.
Malah beliau berkata, pemberian diskaun bagi saman lalu lintas tidak diamalkan di negara maju.
“Di UK, orang ramai mematuhi peraturan lalu lintas kerana sedar walaupun mampu membayar saman, mereka tidak dapat mengelak sistem markah demerit.
“Jadi orang kaya sekalipun tidak sanggup melanggar peraturan kerana tahu sebaik kehilangan markah kerana kesalahan dilakukan, lesen mereka akan ditarik balik atau dibatalkan pihak berkuasa,” katanya.
Minggu lalu, Perdana Menteri Datuk Seri Anwar Ibrahim mengumumkan kadar khas bayaran saman berjumlah hanya RM50 bagi semua saman trafik PDRM yang dikeluarkan pada tahun 2022 dan sebelumnya. Tawaran ini bermula dari 21 April hingga 21 Mei 2023.
